Imagine that Canada needs competent individuals, which it often does. Instead of sifting through mountains of paper forms, it created a streamlined, online system, that's Express Entry. It's actually not an immigration program at all, but more like a highly streamlined way for the Canadian government to process applications for a few large economic immigration programs.
