New Zealand is making major changes to its Recognised Seasonal Employer (RSE) scheme, the programme that allows horticulture and viticulture businesses to hire overseas workers when there aren't enough local workers to fill seasonal jobs.
The reforms, which will be introduced in phases from early 2027, are designed to simplify the recruitment process for employers while strengthening protections for migrant workers. Current rules will remain in place until the new framework takes effect.
What's Changing Under the New Rules?
Immigration Minister Erica Stanford announced the changes on Tuesday, July 28, following a government review that found the scheme, now nearly 20 years old, had grown too complicated for both sides to navigate easily. "We are making practical changes to simplify requirements, improve clarity and transparency, and strengthen protections for workers," Stanford said.
According to Immigration New Zealand, employers with a strong compliance record will be able to receive three- or six-year accreditation, replacing the need for frequent renewals. New employers will initially receive one-year accreditation before becoming eligible for longer approval periods. Employers backed by the Ministry of Social Development will also get a quicker Agreement to Recruit process, no longer needing to prove they advertised roles locally first.
Workers gain some flexibility too. RSE staff will be allowed to take on incidental duties beyond their main role, including operating machinery where appropriate, and moving between accredited employers will become easier in certain situations.
