Starting today, if you use the WhatsApp Business Platform, you'll need to have a payment method on file. And if you don't, Meta will stop delivering your service messages once the new pricing rules take effect.
The reason for that is simply because some messages that businesses could previously send for free are now being charged for. Meta is changing how it prices business messaging, which means businesses will now need a payment method on file to keep those messages going.
Understanding the new system means knowing three things: what a service message is, what a utility message is, and what happens when an AI agent handles the conversation.

Why service messages are now paid
Service messages are non-template messages businesses send in response to a customer. They can be sent by a human customer service representative or a third-party AI system.
They can only be sent when a 24-hour customer service window is open. That window starts when a customer messages the business and resets whenever the customer sends another message.
Until now, those messages were free. From October 1, businesses will pay for delivered service messages after their monthly free allowance. The rate depends on the market. In India, for instance, businesses get 1,000 free service messages per phone number each month. After that, the rate is ₹0.115 per message delivered.
Utility messages are now paid too
Utility messages are business-initiated messages such as "Your order has been shipped." They usually use a pre-approved template and can also be sent while the 24-hour customer service window is open.
Those messages have been free when sent inside the 24-hour window since July 1, 2025. Now, they are charged at the applicable utility rate. In India, that rate is ₹0.115 per delivered message.
Meta Business Agent is a separate charge
Here's where it gets tricky. Meta Business Agent is a separate category for AI-powered business messaging and has its own pricing system. Meta began charging Business Agent messages on a token basis on August 1.
The global rate is $2 per 1 million tokens. A typical response can use around 20,000 to 25,000 tokens, which works out to roughly 4 to 5 cents per message. More complex interactions can use more tokens and therefore cost more.
