Russia is making a new pitch to highly skilled foreigners: bring your expertise, and the country could make it easier to build a life there.
The new Russian talent visa programme, which began accepting applications on April 15, 2026, targets foreign scientists, entrepreneurs, engineers, artists, athletes and other people whose skills or achievements are considered valuable to the country.
Eligible applicants can use the programme to get a temporary residence permit for up to three years, while some may qualify for permanent residency, according to documents from immigration law firm Fragomen and the Russian government.
Who Can Qualify for Russia’s Talent Visa?
The programme is aimed at foreign nationals whose achievements, qualifications or skills are considered useful to Russia. The eligible groups are broader than scientists and entrepreneurs.
They include researchers and scientists with recognised achievements, outstanding athletes, creative and cultural professionals, talented students and graduates, entrepreneurs in selected sectors, recipients of state or departmental awards, and professionals working in occupations on Russia’s list of high-demand skills.
The rules also allow applications from people who can demonstrate a contribution to Russia’s society, economy, technological development, defence or security. Having a desirable job title alone, however, does not automatically guarantee approval. Applicants have to provide documents supporting their achievements, qualifications or professional value.
This means a software engineer with a highly sought-after specialisation, a researcher with recognised scientific achievements or an entrepreneur building a business in a priority sector could potentially have a stronger case than someone simply looking for a job in Russia.
How Does The Application Process Work?
The process starts before the visa application itself. A foreign national first applies to be recognised as a “person of interest to the Russian Federation”. Applications are assessed by the programme operator, the Agency for Attracting Foreign Talents to Russia, before being handled by the relevant migration authorities.
